Manifest MedEx Welcomes New Executive Director, Shadi Barfjani, MD to Oversee Central and Northern California Regions

Manifest MedEx (MX), California’s largest nonprofit health data network, today announced Shadi Barfjani, MD, MS, has joined as Executive Director of its Central and Northern Regions. Dr. Barfjani brings more than 15 years of experience in public health leadership, healthcare transformation, population health, and cross-sector collaboration.

“Strong local partnerships are essential to making health information sharing better for the communities we serve,” said Adam Harrison, Chief Business Development Officer of Manifest MedEx. “Dr. Barfjani’s experience in public health and as a clinician adds valuable local perspective to our mission and to our participants. We look forward to collaborating to improve health data exchange to support coordinated, person-centered care.”

Dr. Barfjani most recently served as Senior Deputy Director of San Joaquin County Public Health Services. In that role, she led initiatives to improve community health outcomes, strengthen partnerships, and advance data-driven decision-making.

“In my tenure with San Joaquin County, I had the privilege of partnering with MX, and through that work, I know it takes a village to make a meaningful impact in public health. It starts with investing in and prioritizing seamless data sharing,” said Dr. Barfjani. “In my new role I’m looking forward to helping health organizations better understand the unique needs of different populations and how we can coordinate within all of these different systems to improve community health.”

Before joining San Joaquin County, Dr. Barfjani led the Chief of Programs Division in Plumas County. She helped reduce the impact of vaping on teens and children and served on the Rural Communities Opioid Response Program Planning Grant. She also served as the Vice President of BRAVE Society, a nonprofit focused on policy research and development, and as an assistant physician at Hart Fertility Clinic.

Dr. Barfjani brings deep experience in CalAIM, Enhanced Care Management (ECM), health informatics, and cross-sector partnerships spanning public health, managed care, and provider systems. She has developed health programs in the U.S., Canada, and her native country, Iran, where she earned her medical degree.

MX partners at the local, state, and national levels to support secure and appropriate exchange of accurate, comprehensive, whole-person health information across communities. MX is a designated qualified health information organization (QHIO) under California’s Data Exchange Framework (DxF) and among the first HIOs in the country to participate in TEFCA™, the Trusted Exchange Framework and Common Agreement™.
